Mr. V Perry Carter, age 96 of Toccoa, Georgia passed away Thursday, July 16, 2026, at The Clary Center in Toccoa.
A son of the late Roy and Laura Fulford Carter, he was born July 15, 1930, in Friendship, New York, and lived in New York for most of his life before moving to Toccoa to be close to his sister. He was retired from New York State Insurance Department as a Claims Representative and was a Veteran of the U.S. Army. He enjoyed hunting, pruning Christmas trees at his tree farm, ballroom dancing and traveling overseas to see his sister in the Caribbean and Middle America and niece in S. Korea and the Philippines that were serving on the Mission Field. He was a member of the United Church of Friendship, New York before moving to Toccoa. He then was a member of the First Baptist Church of Toccoa. He was a member of Masonic Lodge #306. He was preceded in death by his parents.
He is survived by his sister, Patricia Carter Windus of Toccoa; niece, Anne Windus Kelley (Don) of Toccoa; nephews, Peter Windus (Lila) of Eastanollee, Georgia, Paul Windus (Kelly) of Ozark, Alabama and Allen Windus of Toccoa.
To honor his wishes, he will be cremated. His cremains will be shipped to New York for burial at Hope Cemetery in Friendship, NY. A memorial service will be held at the United Church of Friendship on Saturday, July 25 at 11:00 a.m.
