Governor Kathy Hochul / Octover 29, 2026
The weather is getting colder and many New Yorkers are facing a difficult choice: turn up the heat to keep their families warm, or turn it down to save money. And while Republicans in Washington are driving up costs, I’m focused on helping New Yorkers keep more money in their pockets.
New York’s Home Energy Assistance Program (HEAP) opens November 2, and eligible households can receive hundreds of dollars to help cover heating costs this winter.

More than 1.5 million HEAP benefits were issued last heating season, saving working New Yorkers nearly $400 million. Don’t be left out in the cold. Many eligible households will receive benefits automatically, while others can apply starting November 2. Visit NY.gov/HEAP to learn more about eligibility and how to apply.
And our work to lower your energy costs doesn’t stop there. We’re delivering energy rebate checks to millions of households, expanding utility bill discounts through the Energy Affordability Program, and holding utility companies accountable.

New Yorkers deserve a government that works as hard for them as they do. That’s why making our state more affordable isn’t just a policy for me. It’s a personal mission.
Spread the word: Tell your family, friends, neighbors and coworkers about HEAP and the Energy Affordability Program. No New Yorker should have to choose between heating their home and putting food on the table.
Ever Upward,
Gov. Kathy Hochul
