James Kuhl is a Republican Steuben County Legislator from the Town of Erwin
WASHINGTON – National Association of Counties (NACo) President J.D. Clark appointed Steuben County, N.Y. Legislator James Kuhl to a one-year term as chair of NACo’s Human Services and Education Policy Steering Committee.
Wise County, Texas Judge J.D. Clark issued leadership appointments shortly after being sworn in as NACo’s president on July 14, at the conclusion of NACo’s annual conference, the nation’s largest convening of county leaders.

“Investing in human services and education isn’t just the right thing to do—it’s the smart thing to do. These programs ensure our most vulnerable residents are supported, help families thrive, and prepare our children and workforce for the future. Strong human services and quality education create a healthier, safer, and more prosperous community for everyone in Steuben County” Kuhl said.
Kuhl has previously served as a subcommittee vice chair for the Human Services and Education Committee as well as a member of the Information Technology Standing Committee and NACo’s Rural Action Caucus (RAC).
The Human Services and Education Policy Steering Committee is responsible for all matters pertaining to children’s issues, foster care, public assistance and income support, services to senior citizens and individuals with disabilities, immigration policy, social services, and elementary, secondary and post-secondary education.
