5 Animals Seized, Four Charged Following Bradford Animal Cruelty Investigation

More than a dozen animals were removed from a Bradford residence earlier this month following an investigation into suspected animal cruelty, according to the Steuben County Sheriff’s Office.

Deputies executed a search warrant on Dec. 9 at a home along County Route 17 after receiving a complaint alleging mistreatment of animals. During the search, investigators found multiple animals living in conditions that officials said required immediate medical attention. In total, 11 dogs and four cats were taken from the property.

Four individuals living at the residence were charged in connection with the investigation. Authorities identified them as Steven D. Button, 41; Chance L. Gilbert, 29; April L. Culbertson, 39; and Jasmine J. Randall, 24. Each was charged with 11 counts of overdriving, torturing, and injuring animals, as well as failure to provide proper sustenance, offenses outlined under Article 26 of New York State’s Agriculture and Markets Law.

In addition to the animal-related charges, Culbertson faces a charge of endangering the welfare of a child. Investigators allege her actions posed a risk to a person under the age of 17 who was present at the residence. All four defendants were issued appearance tickets and are expected to appear in Bradford Town Court at a later date.

The Finger Lakes SPCA has assumed custody of the seized animals and is providing housing and medical care. Sheriff Jim Allard acknowledged the assistance of the SPCA and Michael Hopkins, thanking them for their support during the investigation.
