Steuben County Department of Social Services Announces Important SNAP ABAWD Requirement Changes

BATH, NY — The Steuben County Department of Social Services is informing residents of significant federal changes to work and reporting requirements for individuals designated as ABAWDs (Able-Bodied Adults Without Dependents) under the Supplemental Nutrition Assistance Program (SNAP).
These federal changes officially took effect on March 1, 2026.

Under the updated federal legislation, the expanded definition of an ABAWD now includes any individual between the ages of 18 and 64 who does not have dependents under the age of 14 residing in the household. Previous exemptions have been eliminated under the new rules.
Individuals classified as ABAWDs are now required to meet work participation requirements of at least:
• 20 hours per week, or
• 80 hours per month
To continue receiving SNAP benefits, ABAWD individuals must comply with these work requirements.
Qualifying work activities may include:
• Paid employment
• Unpaid work
• Volunteer service
• Approved education or job training programs
Residents who lose SNAP benefits and believe they may qualify for a good cause exemption, another allowable exemption, or who need assistance meeting ABAWD requirements are encouraged to contact the Steuben County Department of Social Services. Assistance and information regarding volunteer opportunities and qualifying activities are available.
