Yates County candidate for legislature talks sales tax sharing with municipalities

While the county has found itself in the position of being flush with cash, it is important to note that the worst use of our taxes is on wasteful spending, including unnecessary interest costs. This goes the same whether it is spent by the county or municipalities. Sharing sales tax revenue can help the municipalities budget more efficiently so that like the county, they may complete projects or major purchases without the need to seek financing.

I think the county could and should share 10% of its sales tax revenue with the municipalities.  Using a percentage rather than flat rate would hopefully encourage business friendly practices. Of the 10%, half should be distributed based on population at their proposed 2:1 ratio for villages and towns. The other half should be distributed in a similar manner to the occupancy tax with a community based committee evaluating proposals from the municipalities for funding and final approval by the legislature. The committee could recommend covering expenses such as the ladder truck recently purchased by the Village of Penn Yan for their volunteer fire department but which will have a countywide benefit. This would add a layer of protection for our municipalities against large expenses while giving the community a voice in how their money is spent. 

Whatever the solution is, it must value the residents voices as much as it does their money.
