Penn Yan Man Arrested Following Explosion Investigation on East Elm Street

A 33-year-old Penn Yan resident was arrested Thursday evening after an explosion on East Elm Street prompted a police investigation into a possible homemade explosive device.

At approximately 8:20 p.m., Penn Yan Police responded to reports of a loud blast heard by officers and residents in the area. Upon arrival, officers discovered ball bearings scattered across the scene and debris that had struck nearby homes, indicating a significant detonation.

During the investigation, Damon R. Walker approached officers, claiming the noise resulted from a firecracker and urging them to leave. Officers detained Walker after finding him in possession of two 12-gauge shotgun shells. Further examination of the area led to the discovery of remnants consistent with a homemade explosive device.

After being transported to the Penn Yan Police Department, Walker allegedly obstructed and physically resisted officers during the arrest process. He also reportedly caused damage to the department’s interior.

Walker was charged with Criminal Mischief in the 4th degree and Obstructing Governmental Administration in the 2nd degree. He was released on an appearance ticket and is scheduled to appear in Penn Yan Court at a later date. Additional charges may be filed pending lab results from the collected evidence.

This incident is not Walker’s first encounter with law enforcement. In May 2019, he was arrested and charged with felony arson and reckless endangerment after discharging a 12-gauge handheld flare gun inside an apartment, causing a fire.
