The Geneva Police Department is under heightened scrutiny following a series of internal investigations and criminal allegations involving several of its officers.
The latest developments involve Sergeant David Felice and Officer Nathan Jacon, both of whom have been placed on administrative leave pending a criminal investigation by the Ontario County Sheriff’s Office. Details of the investigation remain limited, and it is not yet known whether the new probe is related to the charges against Officer Michael Tapscott.
Officer Tapscott, an 11-year veteran of the department, resigned last Wednesday following his arrest for allegedly selling prescription Adderall while on duty. Chief Eveland described the allegations against him as “deeply unsettling” and emphasized the department’s full cooperation with the ongoing investigation.
In addition to the Sheriff’s Office inquiry, the Geneva Police Department has launched its own internal administrative investigation, as required by department policy.
The department has faced previous controversies. In 2019, Officer Jack Montesanto was charged with misdemeanor criminal obstruction of breathing after allegedly choking a woman during booking. Montesanto was suspended and remains on the department’s roster pending trial.
The Geneva Police Department, with a history of leadership changes, appointed Ronald Eveland as Chief in June 2024. Eveland, a third-generation Geneva police officer and U.S. Air Force veteran, succeeded Michael Passalacqua, who retired in July 2023.
City officials have not provided additional details regarding the ongoing investigations. The community awaits further information as the department navigates these challenges.
