A 50-year-old woman from Penn Yan is confronting multiple legal charges after being arrested twice within two days for separate incidents involving alleged threats and physical altercations.
On Friday, May 2, 2025, Michelle L. Downs was arrested after police responded to a disturbance report. Officers allege that Downs yelled at a village resident and their child, making threats against them. She was charged with endangering the welfare of a child and second-degree harassment. Downs was processed at the Penn Yan Police Department and issued an appearance ticket.

The following evening, Saturday, May 3, 2025, at approximately 8:54 p.m., officers responded to a call about a fight in progress on Main Street. Upon investigation, police allege that Downs shoved another village resident to the ground and forcibly stole property from them. She was arrested without incident and charged with third-degree robbery and second-degree harassment. Downs was transported to the Yates County Jail to await centralized arraignment. Authorities indicated that an order of protection would be pursued as part of the arraignment process.
