Former Geneva Police Officer Pleads Guilty in Drug Investigation

A former Geneva Police Department officer charged in connection with a broader prescription drug investigation has pleaded guilty in Ontario County Court.

According to special prosecutor and Wayne County District Attorney Christine Callanan, former officer Nathan Jacon pleaded guilty to criminal possession of a controlled substance in a case tied to former Geneva police officer Michael Tapscott.

Jacon resigned from the Geneva Police Department on Aug. 15, 2025, and was later arraigned on an indictment warrant on Oct. 29 after evidence was presented to an Ontario County grand jury. Investigators said the case stemmed from a wider probe into alleged prescription drug sales involving Tapscott and others connected to the department. Authorities alleged Tapscott sold a generic form of Adderall requiring a prescription to another individual at a used car dealership along Route 14 north of Geneva while on duty.

Ontario County Sheriff David Cirencione previously said investigators uncovered evidence that Tapscott had allegedly solicited members of the police department and others in the community to purchase or sell controlled substances both on and off duty. Tapscott, a 13-year veteran of the Geneva Police Department, resigned shortly after his arrest and later pleaded guilty to 40 counts of official misconduct and criminal possession of a controlled substance.

The wider investigation also resulted in charges against Geneva Police Sgt. David Felice and William McGowan. Felice was accused of tampering with physical evidence, criminal possession of a controlled substance, and official misconduct, while McGowan faced a tampering with physical evidence charge. Investigators alleged the tampering charges involved attempts to delete messages connected to exchanges of prescription pills.

As part of Jacon’s plea agreement, Callanan said he received a conditional discharge requiring him to sign decertification forms, permanently preventing him from serving as a police officer in New York State. In a statement, Callanan said the case involved conduct that compromised public trust in law enforcement and required accountability.
