Facility Investigation: Seneca County Corrections Officer Placed on Leave Following Forcible Touching Charges

ROMULUS – A Seneca County corrections officer has been placed on unpaid administrative leave following allegations of inappropriate contact with inmates at the county correctional facility.

Rocco S. Bilancini, 47, of Seneca Falls, was arrested on Thursday, August 20, by the Seneca County Sheriff’s Office and charged with two counts of forcible touching. According to investigators, the charges stem from an August 4 incident in which Bilancini allegedly touched two incarcerated individuals in an inappropriate and unprofessional manner outside the scope of his official duties.

Seneca County Sheriff Melinda Marquart emphasized that both criminal and internal investigations were launched immediately upon learning of the allegations. She stated that the arrest does not reflect the professionalism of the rest of the department, reinforcing that any physical contact outside official duties will not be tolerated and that accountability remains paramount to maintaining public trust.
