Mullins re-appointed to County Administrator
From staff reports,
The Yates County Legislature is gearing up for its organizational meeting, which is set to take place next week. During this meeting, one significant item on the agenda is the possible appointment of a county administrator.
The meeting is scheduled for noon on Tuesday in the legislative chambers. Among the resolutions to be discussed is the potential appointment of Jessica Mullins as administrator for a two-year term.
Back in November, Mullins was named acting administrator following the retirement of Nonie Flynn, who had held the position of county administrator since 2018. The November vote on this appointment was 11-3, with legislators Terry Button, Mark Morris, and Bonnie Percy expressing dissenting opinions.

Button and Morris noted that while they believed Mullins was capable of handling the job, they disagreed with the way the issue was addressed. It’s worth noting that Morris and Percy will not be part of the Legislature next year due to losing reelection bids.
In addition to the administrator appointment, Tuesday’s agenda also includes the reappointment of County Attorney Scott Falvey, Public Defender Steve Hampsey, and Legislature Clerk Emilee Miller.
Furthermore, the Legislature is expected to select a chairperson for 2024, with Leslie Church having held that role for the past two years.
There will be three new members on the 14-member Legislature starting next year. One of them is Nonie Flynn, who secured the most votes in a nine-person race in November for four Legislature seats in District 3, covering most of the town of Milo and a part of the town of Benton.
Also joining the Legislature is Leigh MacKerchar, the former Penn Yan mayor, who will be the sole Democrat on the board.
Another new legislator is Starkey town Supervisor George Lawson from District 4, encompassing the towns of Barrington and Starkey, along with a small part of Milo. Lawson, running as an independent candidate, won a closely contested race, unseating Bonnie Percy.
